英検1級二次試験スピーチサンプル5「政府はより脱中央集権化すべき？」

「英検1級二次試験に一発合格したMBAホルダーが公開するスピーチサンプルシリーズ」です。

今回のお題はこれです。

Should there be more decentralization of government?
（政府はより脱中央集権化すべき？）

今回はこの質問に「Yes」と回答してみます。

脱中央集権化、地方分権を進めるべき理由をまずブレストしてみましょう。

中央集権化によるデメリットはなんでしょうか。政府が中央にあつまっていると、地方に対して画一的な行政をやってしまいそうです。地域ごとに課題は異なりますから、それぞれの地域の政府が個別に問題解決したほうがよさそうです。

また、中央政府が全国を管理すると、地方の個性が失われるかもしれません。大企業の小売チェーン店なんかはその例です。どの街にいっても吉野家やセブンイレブンは同じです。このような管理を行政がおこなうと、街自体がどこにいっても同じ、ということにもなりかねません。

この２つのアイデアをもとに英語スピーチを考えてみましょう。

第一段落で自分の結論を明確に述べる

第二・三段落で、その結論の理由を述べる

第四段落で、再度自分の結論を述べる

というのがスピーチやエッセイの鉄則です。

I believe that there should be more decentralization of government in Japan. Let me show you some reasons.

Firstly, each local city has its own culture, strengths, and problems to be solved. It would be difficult for one centralized government to solve variety kind of problems of cities effectively. If governments are decentralized, each local government can focus on solving each city’s problems.

Secondly, if one big centralized government manages all of cities, there is a concern that cities will get similar to each other and we will not be able to enjoy the diversification of cities. As you know, there are a variety of local cultures all over Japan, and this is one of the attractiveness of Japan for foreign tourists as well as Japanese people. A centralized government may destroy this one of the attractiveness of Japan.

From these reasons, I concluded that there should be more decentralization of government. Cities are different from each other. Each city should have its own style of management and administration. Thank you.
