「英検1級二次試験に一発合格したMBAホルダーが公開するスピーチサンプルシリーズ」です。
今回のお題はこれです。
"Should there be more decentralization of government? "
（政府はより脱中央集権化すべき？）
前回はこの質問に「Yes」と回答しました。
今回は「No」と回答します。
まずは、中央集権を続けるべき理由をブレストします。
中央集権のメリット、もしくは地方分権のデメリットを思いつく限り出してみましょう。
中央で行政を一元管理すれば、開発を優先すべき地域に集中的に投資して、いちはやくその地域を発展させることが可能になります。全ての地域を少しずつ同時に開発するよりも、効率がよさそうです。
また、各地方政府がバラバラに行政をすすめると、全体の一貫性が保たれない可能性があります。エコシティ化をすすめている県がある一方で、隣の工場建設誘致を積極的に進めて有害な煙や物質をまき散らす、といった具合です。
ほかにも「地方分権をすすめると、豊かな県と貧しい県の格差が広がる」など色々考えられると思いますが、今回は以上の２つでスピーチを作ってみます。
結論 → 根拠１ → 根拠２ → 結論
というパターンがスピーチやエッセイの鉄則です。
I do NOT think that there should be more decentralization of government. Rather, I think a government should be more centralized from following reasons.
As a first reason, a centralized government can develop country effectively and efficiently. For example, a centralized government can decide the priority about which areas should be developed first and allocate resources appropriately. By focusing Japan’s resources on important areas, Japan as a whole can develop more efficiently.
As a second reason, a centralized government can retain the consistency of the policy. If decentralized local governments make their local policy, problems may happen. For example, one city decides to make city clean and beautiful while the city next to it tries to expand economy and build many factories which will cause air pollution around the city. A centralized government can make consistent policies.
From there reasons, I concluded that a government should be more centralized. Thank you for your attention.

このように、陳腐でもよいので根拠を最低２つ考える練習と、考えた意見を自分なりの英語で表現する練習を繰り返しましょう。
どんなにすばらしい根拠を思いついても、その内容が高度・複雑すぎて英語化できない場合は、すっぱり諦めることも大事です。
