英検1級二次試験スピーチサンプル10「ワーキングプアをもっと援助すべきか？」

「英検1級二次試験に一発合格したMBAホルダーが公開するスピーチサンプルシリーズ」です。

今回のお題はこれです。

Should more be done to help the working poor?
（ワーキングプアをもっと援助すべきか？）

今回はこのお題に対して「Yes, ワーキングプアをもっと援助すべき」と回答してみます。

援助すべき理由には何があるでしょうか。

まず、ワーキングプアの方々自身でできることは限られているから、政府や企業などが援助の手を差し伸べるべき、ということは言えると思います。働いているのに十分な収入がない。給与を上げてもらう交渉はできないし、転職も難しい、という八方ふさがりの状況にある方々が自力で状況を打開するのは難しそうです。

ワーキングプアの方々が自力で出来ることは限られている一方、政府や企業にできることは沢山ありそうです。政府は富裕層に増税して集めた税収をワーキングプアの援助に使う事ができます。企業は中年層以上の社員の給与を抑え、ワーキングプアである若年層の給与に回す、ということができるかもしれません。

以上の材料をもとに、スピーチを組み立ててみます。

I believe that more should be done to help the working poor. Let me show you some reasons why I think so.

Firstly, what the working poor can do by themselves is limited. It would be very difficult for them to solve the problems by themselves. There are two actions that they can take in order to increase their salaries. One is to get promoted in their companies. Another one is to change jobs. Both of them are very difficult. Besides, a promotion and a job change are a kind of competition among workers. So it is almost impossible for all working poor to get promoted or change jobs. Some winner will be rich, but losers will remain working poor.

Secondly, there are many things that government and employers can do to help all working poor. For example, policy makers can make a law for increasing minimum wage. Government can increase taxes of rich people and give money to working poor. Companies can increase the paycheck of junior workers by reducing the compensation of senior workers who earn more than enough money. There are other many things that government and companies can do.

From these reasons, my conclusion is that we should do more to help the working poor.

本当はほかにも、ワーキングプアの方々の教育支援など、できることは沢山ありそうです。しかし、英検１級二次試験では、１分でスピーチを考え、2分間喋ることが求められます。

あまり欲張りすぎず、コンパクトにまとめた内容をしっかりと伝えることが大切です。
