英検１級二次試験スピーチサンプル16「製薬会社は新興国に医薬品を安価で提供すべき？」その2

「英検1級二次試験に一発合格したMBAホルダーが公開するスピーチサンプルシリーズ」です。

今回のお題はこれです。

Should drag companies provide medicines cheaply to developing countries?
(製薬会社は新興国に医薬品を安価で提供すべき？)

前回の記事では、この質問に「Yes」と答えましたので、今回は「No」と答えるスピーチを作ってみます。

「製薬会社が新興国に安価で医薬品を提供すべきでない」と主張するための根拠ですが、以下を思いつきました。

1. 医薬品を安く販売する事を強要すると製薬会社の負担になる。
2. 新興国の製薬産業の発展を妨げることになる。

この２点をネタにしてスピーチを書いてみます。

In my opinion, drug companies should not provide medicines cheaply to developing countries. Let me show you the reason which made me think so.

First, drug companies would lose money if they are forced to sell their drugs at cheap prices. To help drug companies, governments may need to provide drug companies with subsidies. In this case, the source of subsidies would be tax money. So subsidies for drug companies will increase the financial burden on tax payers.

Second, if drug companies in developed countries sell medicines cheaply, drug companies in developing companies would lose their market share, because drug companies in developing countries cannot make medicine the same qualities as ones from developed countries. So, if high quality medicines are imported at cheap price, drug companies in developing countries cannot compete with them. Therefore this measure will stop the growth of the medical industry in developing countries.

From these reasons, I concluded that drug companies should not provide medicines cheaply to developing countries. Thank you for your attention.

実際、先進国が新興国へ食糧物資や衣料品、医薬品を無償で提供していることが原因で、新興国の産業が育たない、という弊害が起きているそうです。タダで手に入るのに、わざわざ自分で作ろうとは思いませんよね。援助がかえって仇となる、という例です。
